There is no charge to the individual for using the services of a licensed health insurance agent—the commission is entirely paid by the carrier. The carrier is prohibited from selling the policy any cheaper if an individual does not use an agent.

Dental programs come in two basic forms. Dental insurance which pays a percentage of the cost of services and allows you to receive services from any dentist. Prepaid or capitation plans which have agreements with specific dentists and charges you a set co-payment for services provided by one of the contracted dentists. The latter, prepaid plans are not insurance. Typically, dental programs are the only plans that an individual or self-employed person can get and are often a very good benefit for companies and businesses to offer their employees.
